There is simply no easy answer to this question. Sorry. There are so many great kits in that price range. You really have to choose your own. Go to the web sites of each of the manufacturers and check out the various kits. Also go visit your local drum shop and see what they recommended for you. it is best if you can try out your kit before hand. That is, give the kit a chance to choose you!
Drum kits normally are sold without cymbals. They assume that you want to pick out cymbals or a cymbal pack on your own to suit your needs/taste. And that is usually best.
This is not a quick decision. Take your time. Choose wisely, young grasshopper.

Choosing the Best Junior Drum Set to Get Your Child Drumming Early
